Scope of The Project:
The Organizational Development Consultant will help County agencies improve organizational effectiveness, leadership capability, team cohesion, and resource alignment. The role will assess organizational needs and design evidence-based interventions that support performance, engagement, and sustainable change.
Responsibilities:
- Conduct organizational, culture, leadership, and team-effectiveness assessments.
- Analyze structures, roles, competencies, policies, and operating practices.
- Facilitate leadership development, teambuilding, goal-setting, and group cohesion sessions.
- Design organizational development plans tied to measurable outcomes.
- Support succession planning, career development, and leadership coaching initiatives.
- Recommend organizational structures, governance, and resource-alignment improvements.
- Develop communications, tools, and interventions that reinforce desired behaviors.
- Evaluate intervention effectiveness and provide follow-up recommendations.
Required Skills:
- Master's degree in Organizational Development, Industrial/Organizational Psychology, Human Resources, or a related field.
- 7+ years of organizational development, talent management, or consulting experience.
- Strong assessment, facilitation, coaching, and change leadership skills.
- Experience working with executives, managers, and cross-functional teams.
- Ability to handle sensitive information with confidentiality and diplomacy.
Preferred Skills and Certifications:
- Professional coaching, change management, HR, or assessment certification.
- Government or public-sector organizational development experience.
- Experience with workforce planning, succession planning, or leadership academies.
